Stakewolle Governnace 18.05

Stakewolle votes Yes on Jackal proposal #5

This parameter change makes providers need to send transactions less often than simply doubling the proving windows but increases stringency on providers to burn a deal. This should reduce bandwidth requirements for validators and make providers more likely to prove storage deals in the meantime before ZK improvements.

Stakewolle votes Yes on proposal#19

This proposal to update fetchd to ver. v0.10.7. This is a security release, that will bump cosmos-sdk and WasmVM to keep up with the latest changes.
